Trouble mounting chin spoiler - Bumper metal uneven

Got around to test fitting the front chin spoiler, but unfortunately my two front fenders aren't even with each other. It looks even to the eye, but it's no surprise to me they're not in the same spot they were when it left the factory (car was rebuilt and likely repaired)

My question is, before I start banging around on it, is there a good way to coax the sheet metal front fender area an inch or so without damaging paint? Am I better off trying to lift one side to match rather than pull down one side to match?

hard to answer without seeing what needs to move and where. An inch is a lot of movement, so i wouldn't get your hopes up.

So, it's hard to capture without the spoiler held up, but basically the profile is off. An inch was probably an exaggeration but it's off here and there

You mean it is wavy? Like on the right side there is an area where the attachment points curve upwards?

Yeah it's a bit wavy. Not noticeable without the spoiler, but just a bit off from where it should be

Looks like accident damage, curb, etc. If you can do body work (I can't) then it shouldn't be to hard to straighten it out. Not a high visibility area either.
