Moving to the SF area and have a 77 Spider with all of the emission stuff removed (registered as classic vehicle in WA and no emissions testing needed).
I saw that there are California 'historic vehicle' plates available but can not tell from the California DMV site if I still need to pass emissions.
Any advice would be appreciated.

You will have to reinstall ALL smog equipment and then pass the test if your car is 76 or above. There is a bill AB-210 to try to change the date to below 83, but I'm not holding my breath that it will pass.

With a '79, I will be replacing the "SMOG" stuff, for a day of being legal, then go back to the single plane-32/36 I current;y run. A common everyother year ritual for us here in CA.
Not exactly sure what a 77 needs but the 79 set up is horrible

Find a relative who lives outside the AQMD's bay area enforcement zone and register it at their address, you'll have to have the car smogged initially, but it won't be called for again unless you sell it.

Or find a smog guy. Everybody in CA that likes cars has a smog guy. Ya know, the guy who pushes a button and *poof!* you have a valid smog certificate.

Did you get your car through smog?
Getting a carb'd car through smog if you're in an enhanced smog area will be very difficult.
There are a few very good shops in the area - probably the best is Wine Country Motors in Napa. Kelly Dicker is the owner and he's been a Fiat guy for some number of years.
If you're still having issues or need help, Kelly is definitely your guy.
