Intermittant lighting on my '85

The grmlins have struck. I seem to have real problems with my lighting, which seems to be related to the toggle switch on the steering column.
But before I go into all that with you, I need to know just what that toggle switch is all about. I have an owners manual but it's all in Italian So I translated the relevant text using Babel Fish and this is what it threw up:

In the lateral positions the disinserito commutator and. In the position they centers, also with key d' disinserita ignition, turns out under current the interrupting lights of parking and respective optical signaler, lights plate, lights, lights control console, light seda lighters.

Can one of you really nice people tell me exactly what that means please - preferably in English Thanks

Have a search of the forum, a copy of the Owner Manual ( in English ) is listed here on the forum as a link to another site, it's about an 8MB download
