License plate identification

Hi folks,
searching through the web I found this license plate, which i can't identify: SCL-36-18.
The picture quality is not good enough to read details on the plate.

Source must be instagram, but not sure! Anyone can help?

Mexico? Certain regions of Mexico follow the format xxx-xx-xx for the license plate numbers. See:
