dust shield removal

i am having trouble with the bolts that hold the dust shield on. 2 nuts came off without a problem. the other 2 won't come off because the bolt that holds the shield to the spindle is moving and because the bolt is not like most normal bolts,the socket doesn't fit on it right so it keeps sliping off.i'm assuming that the bolts are not supposed to move, but what do you do when they do? anyone other than me ever had this problem? thanks for any suggestions. i have already tried a thin wall socket but the problem is the spindle has an edge next to the bolt head which doesn't allow the socket to fit all the way over it.

No they are not supposed to turn. Try vise grips?
