Need Torque Spec For These 3 Bolts

There are three bolts inside each fender well (6 total in the car) that I can't find a torque spec for in any of my manuals. It looks like they are fundamental chassis/frame bolts. On the passenger side, (2) of them also hold the steering idler unit on. I am in the process of rebuilding the suspension and found (1) completely missing on the passenger side.(!!!) Installing it I found all (6) to be quite loose, (!!!!)

Anyone know what these should be torqued too? Thanks. Pete

My manual says:
Hydraulic damper to body self-locking nut type S

22 Ft-Lbs or 29 Nm

Thanks Bob! Sounds low, but I will set all 6 of them to this. (I tend to overtighten everything anyway)
